The International Centre for Environmental and Nuclear Sciences (ICENS) at The University of the West Indies (UWI), Mona is playing a pivotal role in training the next generation of radiation-safety professionals, through a groundbreaking postgraduate programme designed to strengthen expertise across the Caribbean.
The Postgraduate Education Course (PGEC) in Radiation Protection and Safety, delivered through the UWI Short-Term Academic Resources (UWI STAR) framework, is currently providing specialised training to 12 professionals from seven CARICOM member states.
As a key partner in the initiative, ICENS is providing lecturers, technical expertise and access to specialised facilities that allow participants to gain both theoretical knowledge and practical experience in radiation protection and safety.
Director general of ICENS, Professor Charles Grant, said the centre is uniquely positioned to support the programme because of its long-standing experience in the application of nuclear and radiation technologies.
“We have the only research reactor in the English-speaking Caribbean. It has been operating for more than 40 years and is used primarily for research in agriculture, health and environmental sciences,” Professor Grant explained during his participation in a JIS ‘Think Tank’ on August 20.
The centre’s research reactor and recently installed gamma irradiator are among the facilities helping participants understand the practical applications of radiation technologies and the importance of using them safely and responsibly.
Professor Grant noted that while radiation and nuclear technologies are often associated with healthcare, they play an important role in several sectors critical to Jamaica’s development.
“Radiation sources are used in many fields, including health, agriculture and environmental sciences. These technologies have tremendous potential to support socioeconomic development when they are applied safely and effectively,” he said.

Among the projects being undertaken at ICENS is the use of a gamma irradiator to support the Sterile Insect Technique, an innovative approach aimed at controlling Aedes aegypti mosquitoes, which transmit diseases such as dengue, chikungunya and Zika.
The technology is also being used to support plant mutagenesis, a process that helps researchers develop crop varieties that are more resistant to drought, climate-related challenges and pests, while maintaining quality and productivity.
In addition, ICENS is exploring ways to use the technology to help control the West Indian fruit fly, a major agricultural pest that contributes to crop losses and affects export opportunities for Jamaican produce.
Professor Grant said these projects demonstrate the broad benefits of nuclear science and radiation technologies and underscore the need for properly trained professionals to support their safe use.
“This is one of the reasons we believe this training programme is so important. As countries continue to expand their use of these technologies, they need qualified people who understand how to use them safely and how to protect people and the environment,” he noted.
effective regulatory oversight
ICENS is partnering on the programme alongside the Hazardous Substances Regulatory Authority (HSRA), which regulates the use of radioactive materials and ionising radiation technologies in Jamaica.
Professor Grant emphasised that the combination of strong scientific institutions and effective regulatory oversight is critical to ensuring public confidence in the use of radiation technologies.
“These technologies can deliver tremendous benefits, but they must be used safely and securely. That is why training, regulation and technical expertise are all essential components of a robust framework,” he said.
The programme, which is funded by the International Atomic Energy Agency (IAEA), combines virtual learning with a four-month residential training component in Jamaica. Participants receive instruction from local, regional and international experts and gain hands-on experience through laboratory sessions, simulations and practical exercises.
Professor Grant said the initiative represents an important step in building the region’s future workforce and positioning the Caribbean to take advantage of emerging technologies.
He noted that discussions continue globally regarding the use of advanced nuclear technologies, including potential future applications in energy generation, making workforce development increasingly important.
“We are committed to ensuring that the region has the expertise needed to evaluate and utilise these technologies safely and responsibly. Programmes like this help to build that foundation,” Professor Grant emphasised.
