He is expected to be charged.

A 25-year-old Portland man, who is being accused of being a serial rapist, has been arrested and charged by detectives from the Counter-Terrorism and Organised Crime Investigation Branch (C-TOC) in connection with a string of sexual offences committed across multiple parishes between 2023 and 2026.

Ackiel Davis, of Cornwall Barracks in Moore Town, who is out on bail regarding other cases, is being accused of obtaining explicit images and videos of women and young girls and using threats of exposure to force them to comply with his demands for sex, according to the police.

Davis is charged with rape, grievous sexual assault, use of a computer for malicious communication, and production of child pornography.

C-TOC reported that the most recent charges stem from an incident involving a 16-year-old girl.

Following intensive investigations, Davis was taken into custody on Wednesday, January 15.

He was subsequently placed on an identification parade on Tuesday, January 20, where he was identified and subsequently charged.

According to C-TOC, investigations revealed that Davis obtained explicit images and videos of women and minor girls and used these materials to blackmail them.

He reportedly threatened to leak the content on social media unless the victims complied with his sexual demands.

In the current case, it is alleged that the complainant submitted out of fear, during which time the suspect recorded sexual acts.

C-TOC stated that checks showed Davis is currently before the courts for similar crimes committed between 2023 and 2024 involving four other complainants.

At the time of his latest arrest, Davis was out on bail.

He is scheduled to appear in court on February 10 to answer to the previous matters, while a date is being finalised for the new charges.

C-TOC said investigations are ongoing as detectives believe there may be additional victims.

Anyone with information that can assist in these investigations is asked to contact C-TOC at 876-967-1389, the Police 119 emergency number, or the nearest police station.

“Davis exploited the digital space to target and terrorise vulnerable individuals, including minors, through a calculated pattern of blackmail and sexual violence. The fact that these offences were committed while the accused was already on bail for similar crimes is a blatant disregard for the safety of our citizens,” remarked head of C-TOC, Superintendent Victor Barrett in a statement on Wednesday.

C-TOC is imploring citizens not to yield to the threats or demands of persons online, as complying may lead to further exploitation and physical harm.

Citizens are also asked not to delete messages, images, or call logs that may be vital for forensic investigation once the matter is reported.

Further, C-TOC is strongly encouraging parents and guardians to monitor children’s digital footprints and educate them on the permanent risks of sharing sensitive content.

“Early reporting is critical to stopping serial predators.”
